Provisional assembly
Is to be held convened by the speaker within 10 days of request of the mayor, speaker or joint signature of one third of the members, for no more than 5 days each and no more than 6 sessions in 12 months.

II. Committee
The council is to be installed with 4 examination committees of civil, treasury, construction and education committees during the session, with one assembler and two deputy assemblers. Examination committee members are to be recommended mutually among members and presided of the joint examination committee by the assemblers of the treasury committee, to examine budget cases, final accounting reports and various movements.

Procedure committee
Is to deliberate the agenda drafted by the discussion group and the collection and arranging of issues, with each assembler of the committee as the committee members and the speaker as the certain committee member and assembler.

Discipline committees
Is set up for maintaining the discipline of the discussion, deliberating disciplinary cases, with members mutually recommended by assembly members and the assembler recommended by the committee members.

Project groups
When the council considers project research or data collection from outside necessary to the issues within duties and rights, project groups are to be formed through assembly to research projects or collect data from outside to be presented to the assembly.
