Before Local Self-governing Process was no applied in Keelung City after Taiwan restoration. On March 31st, 1946, the indirect election was held and the City Representatives were allotted according to district population & occupational groups. The number of representatives elected was 21. On April 15th , the same year, the council Speaker and Deputy Speaker were elected and the City council was installed. Thereafter, Chi-Tu and Nuan-Nuan districts were under the jurisdiction of Keelung and 2 Representatives were added to the council's membership. The city Council located at Tsan Yi Lane, Yi 2nd Road, Keelung city. In April, 1950, Taiwan Province came under Self-Government and on October 1st, 1950 public elections were held. All the districts in Keelung City elected their representatives and the 1st session of the City Council was installed on October 24th, meanwhile electing both Speaker and Deputy Speaker. There have been 14th sessions up to now. Number of representative of the City Council is in accordance with the Outlines for Self-Governing of Cities & Counties in Taiwan and is according to population ratio. In the 1st session 15 members were elected, thereafter, with increased of population the 15th session has now 32 members. Session of each representative was originally set at 2 years. But in order to adapt to current needs and as a measure of practicality, it was extended via revisions of laws to four years. In Winter, 1961, the City Council building was inaugurated, and on December 27th, the same year, the City Council moved into the new address at No. 5, Shou Shan Road, Keelung City.
