I. According to the 10th clause of the organization criteria of local legislature, installed are a Speaker and a Deputy Speaker elected by a ballot without signature. The part of council sessions is divided into regular and provisional sessions, with separate installation of procedure and disciplinary committees, project group, 1st examination committee (of civil), 2nd (of treasury), 3rd (of construction) and 4th (of education affairs).
II. The speaker, except presiding during sessions according to the 44th clause of local system law, manages comprehensive council affairs. All outward documents of the council are to be issued with the signature of the speaker.
III. The council is install a secretary general, processing daily affairs under the orders of the speaker, and directing clerks and secretaries as his subordinates to deal with document and draft examination and other items consigned to their care.
